Abstract
Poverty is a complex, historically conditioned, multifaceted and multifactorial concept. The poor usually include people who do not have the means to meet the minimum needs provided for in the national consumption standard. It is different in each country and depends on the level of economic development, the wealth of the nation, traditions and customs, the mentality of people and authorities, etc.
