The article analyzes the organizational and legal foundations and systemic management mechanisms for training highly qualified personnel for internal affairs bodies, particularly in the fields of migration and citizenship registration, through the prism of foreign experience. The study proposes scientific and practical proposals for digitalizing the educational process based on educational management principles, implementing a multi-stage candidate selection system, and improving the monitoring system linking personnel qualifications with practical results.
