Shaping the development of an industrial cluster requires taking into account many factors. The most relevant is the consideration of the uncertainty factor. Based on the types of uncertainty studied in detail, the article presents the theoretical foundations for the ways of forming a strategy for the development of an agro-industrial cluster.
