This article analyzes the emergence, development of military-doctrinal rules and their role in the state national security system based on a systematic and dialectical approach. The article scientifically substantiates the normative (directive) and informational (foreign policy) functions of the doctrine, as well as the laws of interaction between its stable political and dynamic military-strategic aspects in the context of modern hybrid and local conflicts.
