PREVENTION OF JUVENILE HOOLIGANISM: IMPROVEMENT STRATEGIES BASED ON NATIONAL AND INTERNATIONAL EXPERIENCE

Abstract
This article analyzes the measures being implemented to prevent juvenile delinquency in the form of hooliganism, their effectiveness, and the legal framework governing such actions. It examines the legal challenges in sentencing minors, inconsistencies in specific legal provisions, and the application of corrective labor and conditional sentencing. Drawing on the experiences of countries such as the USA, Germany, and Japan, the article identifies effective prevention strategies. The author presents practical proposals for improving the prevention of juvenile hooliganism through legal, social, moral, and innovative mechanisms.
