The article reveals the role of management culture in achieving the effective functioning of democratic governance in government, the socio-psychological aspect and the meaning of the concepts of "personnel", "personnel reserve", "personal potential", "personnel - resource", "organizational structure" in the formation of managerial personnel reserve, the issues of managerial potential are highlighted that it is a holistic and at the same time a phenomenon with a complex structure.
