Abstract
this article analyzes the problems of reaching a consensus on the basis of social cooperation in ensuring public security, the importance of citizen solidarity and unity in the organization of state and society construction and management at the level of modern requirements, and in this sense, the concept of "social cooperation" acquires a fundamental meaning.
